Hamiltonian Formulation for 2+1 Gravity: Old an New.

The purpose of the talk is two-fold. It will try to give an introduction to the main features of Witten's formulation for 2+1 gravity and also present some new ways to look at the problem in the Hamiltonian framework. The new formulations that will be discussed will shed light on some often misunderstood issues concerning the Hamiltonian treatment of constrained systems.
